I used the Art Philosophy cartridge for these tags as well. I love all the shapes on this cartridge! I cut the red bases with the cricut. Measured the inside square and used scrap paper for those. I added some holiday themed washi tape to one side before adhering the punched penguins.
The penguins are made by a circle punch and the triple heart punch from SU!. Then I just drew the black dots/eyes.
The paper bows were made using the bow builder punch from SU! I bought it on their clearance a few years back and absolutely love it.
